A proud graduate of Scottsbluff High School, I went on to earn my degree in International Studies from the University of Wyoming, with an emphasis in development and human relations, along with a minor in African American and Diaspora Studies. My academic journey deepened my commitment to expanding opportunity, cultural understanding, and building meaningful connections across communities.
Today, I am honored to serve Scottsbluff Public Schools as a Family and Community Navigator. In this role, I partner with families, staff, and community stakeholders to connect students and families with resources that help address barriers impacting school attendance and success. I am deeply committed to ensuring every student feels a strong sense of belonging within our schools.

Albert Bustinza
Greetings!
Born in Texas and raised in California by my migrant farm working parents, I am Albert. It's been over 20 years since my family and I moved to the Panhandle of Nebraska for a slower more peaceful life for our children and we love it!
For the past 25 years I have been involved with coaching boys and girls sports and leading youth groups and organizations. I am certified in the foster care program. I am also a proud member of the Teammates Mentoring Program.
I am so excited to be the Community Outreach and Homelessness Liaison and to be a part of a team ready here cultivating the culture of Every Child, Every Day at Scottsbluff Schools!

Hello!
My name is Felina Blanco and I am a Family and Community Navigator. I have been with the district for many years and absolutely love working for Scottsbluff Public Schools. I have attended Chadron State College to obtain a major in Psychology with minors in Family and Child, Mental Health and Addiction in Drug and Alcohol.
I have a strong passion for working with kids and families and strive on Every Child, Every Day. I am grateful to be a part of the Family Success Center.

Kacey Ross
I was raised in Gering and have worked in healthcare for the past 23 years. I hold a degree as a Radiologic Technologist and bring extensive experience in patient care, communication, and advocacy, including three years working in a school setting.
As a Family and Community Navigator, I am grateful for the opportunity to support students and families within the school system. It is truly meaningful to give back to the community I grew up in and to work alongside families to help connect them with resources and support.

Andrea Rein
Andrea Rein currently provides LMHP and Social Work services within the elementary schools of Scottsbluff Public Schools. She previously served as the District’s Family and Community Navigator, where she built strong relationships with students, families, and community partners.
Andrea holds a Master of Business Administration and a Master of Social Work and is provisionally licensed as a PLCSW. Her professional experience includes serving as a Youth Counselor at STAR Academy in Custer, South Dakota; working for over 13 years as a Transitional Specialist with the Job Corps program; and serving as the Director of CASA of Scotts Bluff County. She is passionate about supporting students and families and values the opportunity to promote well-being and success within the District.

Ashley De Los Santos
I am Ashley De Los Santos, and I currently serve in a school social work role at Bluffs Middle School. In my position, I work closely with students and families to help address barriers and connect families to resources that support their overall well-being. I am passionate about building meaningful relationships and partnering with families to create solutions that help students feel supported, empowered, and successful both in and out of the classroom.
I hold a Bachelor of Arts in Psychology and Substance Abuse and a Master of Arts in Education with a PK–12 School Counselor Endorsement. I am currently completing my Master of Social Work (MSW) and expect to graduate in September. Upon graduation, I will hold credentials as a PLMHP and PLCSW.
During the past 20 years I have extensive experience working in child protective services, the juvenile justice system, and education. My professional journey has strengthened my dedication to advocating for children and families. I truly love working with youth and supporting families as they navigate challenges and discover their strengths.

Shaylee Jobman
Hello, my name is Shaylee Jobman. I currently serve in a school social work profession at Scottsbluff High School and ReConnect Alternative School, where I partner with students and families to address barriers to attendance, strengthen engagement, and connect them with vital community resources. I also manage the “Closet of Hope,” ensuring students have access to clothing, school supplies, hygiene items, and other personal essentials so they can focus on learning with dignity and confidence. I hold a Bachelor of Arts degree in Pre-Law and Criminal Justice and a Master of Science degree specializing in Adult and Juvenile Offender Rehabilitation. I will complete my Master of Social Work degree in August 2026. Upon graduation, I will hold credentials as a PLMHP and PLCSW. Over the past 15 years, I have served as a Children and Family Services Specialist with the Department of Health and Human Services, a specialized Juvenile Probation Officer, a Human Resources Administrator for a Juvenile Reporting Center, and an intern at a local law firm focused on youth and families in the juvenile justice system. I am deeply passionate about supporting youth and families, helping them navigate complex challenges, removing barriers, and discovering their own internal motivation for lasting change.
